findNextSubstringCi?

The findNextSubstringCi? function accepts a substring atop a string and returns the location of the substring atop a success flag. Search is from offset n+1 in string, and ignores case.

Searching from a too-large n results in a nil success value (not an error).

Searching from a negative n is the same as searching from zero.

On a nil success value, start and end are undefined.
